Mission of the commune: “Creation of new bases for development, taking into account multicultural character of the local community. Economic and service development aiming at improvement of living standards in the commune – leaving natural environment unchanged.”

Strong points

  • Environment and landscape qualities providing potential advantages for localisation of recreation and rest facilities, including: forest complexes in the protection area of Stobrawsko-Turawskie woods as well as the valley of Mała Panew river;
  • Resources of the areas to be used for tourism, light industry and services – with two marked industry development zones of regulated legal-proprietary status;
  • Advantageous communication network with easy access to such industrial centres as Ozimek and Zawadzkie, as well as the centre of the region – Opole city, which supplies professional  services and is located not far from Górnośląski Okręg Przemysłowy [High-Silesia Industrial District];
  • Localisation in the national railway transportation system – railway junction in Fosowskie;
  • Not far (35 km) from the A4 motorway junction in Nogawczyce;
  • Base of raw materials for wood industry (more than 70% of timber stand), deposits of high quality Triassic clay (Staniszcze Małe) – for ceramic industry; and brine waters deposits (Staniszcze Wielkie, Fosowskie);
  • Tradition of thriftiness;
  • Good command of in German and contacts with Germans, which result in high professional qualifications of inhabitants that meet the EU requirements;
  • Localisation by Główny Zbiornik Wód Podziemnych [The Main Reservoir of Underground Waters] 333 allows to use potable water intake with the waters of best quality in Opole voivodship and of unique composition (fluorides present);
  • Complete sewage system in the commune, fully developed telecommunication network, and waste management organised on the basis of the waste dump in Dylaki (Ozimek commune);
  • Settlement system favourite to development and working of technical infrastructure.

Strategic and operational goals of the commune

  1. Development of industry and services in selected investment areas;
    • Gaining new investors for industry and services development zone in the area of Kościuszki Street in Kolonowskie;
    • Preparation of the second development zone in the area of Opolska Street (Fosowskie);
    • Making inhabitants economically active through creating new possibilities of development of services in housing development;
    • Co-operation with local businessmen on the basis of Economic Initiatives Council;
    • Promotion of Kolonowskie as a commune fostering enterprise development (preferential taxes, advertising);
  2. Protection of water supply resources of Main Reservoir of Underground Waters 333 and of surface waters;
    • Building of a waste water treatment plant in Staniscze Małe;
    • Building of a household sewage collector Staniszcze Małe – Kolonowskie, giving possibility of connecting to waste water treatment plants in Staniszcze Małe, Staniszcze Wielkie, Fosowskie and Kolonowskie;
    • Solution to the problem of waste water treatment for Spórok village;
    • Making solid waste management more effective;
    • Elimination of the sources of low emission;
    • Co-operation with other communes to protect Główny Zbiornik Wód Podziemnych 333 [Main Reservoir of Underground Waters];
  3. Restructuring of communal educational system according to the modernized finance-technical basis;
    • Adjusting the network of schools and kindergartens to the actual demographic situation;
    • Building of a secondary school with a gym in Kolonowskie;
    • Optimisation of material base usage of education objects, along with, joining many functions under one roof;
  4. Kolonowskie commune as a centre of weekend tourism and rest;
    • Using natural qualities of the commune to organise tourist-paths and canoeing rally;
    • Development of agro-tourism on the basis of private lodging base;
    • Creating of new places for active rest and recreation on the basis of the already existing or to be created ones, social infrastructure as well as making it widely available;
